Increases STR of target by 223.1. Increases STA of target by 291.7. Gives target an extra 1.3% mitigation to their worn armor. Increases Max Health of target by 1.3%. Increases Power Regen of target by 354.6.
• The value of this effect is increased by the number of characters in the group or raid wearing an Amplifying Plume effect to a maximum of double the base value.
Target will Dodge 0.6% of incoming attacks. Increases All Attributes of target by 2.0%. Increases Crit Chance of target by 41.2. Increases Health Regen of target by 370.4.
• On a hostile ability cast this spell has a 25% chance to cast Anguish on target of spell. Lasts for 8.0 seconds. This effect normalizes based off of a three second triggering event.
• Increases all damage done to target encounter by 0.9%.
• Inflicts 1,316 mental damage on target encounter instantly and every second.
• Cannot be modified except by direct means
• This effect can only trigger once every 4.0 - 8.0 seconds.
