When Equipped:
•  Adds a damage shield component to Bulwark of Rime.
•  Mudslide will inflict damage a second time.
•  Increases physical damage done to targets effected by Withering.
•  Reduces the trigger limit on Siphoned Fervor to .5 seconds.
